He has been an independent consultant carrying out feasibility studies, market studies, expert reports and other engineering projects.

He was Administrator of the National Authority of Public Services ASEP. Among its achievements are the ordering of the processes of allocation of concessions and licenses for power generation and the reintroduction of auctions for the allocation of resources. Implemented long-term tenders for the supply of electricity.

He participated in the commission that prepared the Draft Law that created the Regulatory and Institutional Framework for the provision of the Public Electricity Service of the Republic of Panama (Law 6 of 1997).

He has worked as an expert in Legal Proceedings and Arbitration related to the Electric Sector and has a membership of the Panamanian Society of Engineers and Architects (SPIA) and the Institute of Electrical and Electronics Engineers (IEEE)

Electrical Engineer, graduated from Purdue University, Indiana, United States. He has a PhD and a Master's Degree in Physics from the same University. He has worked as a professor of Electronic Engineering and Communications, and Physics at the University of Panama
